How to Vote in Municipal Elections

A League of Women Voters - Greenwich Library webinar with the Town of Greenwich Registrars of Voters, Fred DeCaro and Mary Hegarty, who hold responsibility for maintaining accurate voter registration records, running polling stations on Election Day, and maintaining free and fair elections in Greenwich.  In this session the Registrars reviewed the process for voters to participate in local democracy and they clarified the role of the vote in determining who leads the Town and who serves on and chairs the Board of Estimate & Taxation (BET), the Board of Education (BOE), and the Representative Town Meeting (RTM).

Laura Smits, Voters' Services for the CT League and former Norwalk Registrar, explains why voting in Connecticut IS secure.  The CT Constitution and State Law provide guidance for local Registrars, and they are followed meticulously.  

Is it possible for mistakes to be made here and there? Undoubtedly. 
This presentation will help explain why manipulation of the voting process to change the result is difficult, if not impossible.   

Absentee Ballots

Connecticut law allows you to receive an absentee ballot if you cannot appear at your assigned polling place on election day because of:
  • active service in the Military,
  • absence from the town during all of the hours of voting,
  • illness,
  • religious tenets forbid secular activity on the day of the election,
  • duties as an election official at a polling place other than your own during all of the hours of voting,
  • or physical disability.
The State of Connecticut has determined that the existence of the COVID-19 virus allows you to vote by absentee ballot if you so choose for your own safety.

To receive your absentee ballot please complete and sign an application and return it to the Town Clerk.

Absentee Ballots of Other Types

  • Print Disability
    The absentee ballot application, which is accessible by screen readers, includes a check box to indicate that the voter has a print disability.  The Town Clerk will send the ballot envelopes WITHOUT a ballot to the voter and the Secretary of the State will e-mail an accessible ballot to the voter.  The voter will fill out the ballot using their screen reader, print it, and return it in the provided envelopes.  The inner envelope must be signed but it is OK if the signature is not in the correct spot.

Election Day Registration

The pre-election voter registration cutoff deadline is seven days before Election Day.  Connecticut also has Election Day Registration (EDR) on Election Day itself for voters who need it for regular elections only, not special elections or primaries.

Election Day Registration permits anyone to register and vote in person on Election Day who:

  • is not already registered OR is registered in one town but has moved to another town,
  • is a US citizen,
  • is age 18 or older,
  • is a bona fide resident of the town in which he or she applies for admission
  • and has completed confinement and parole if previously convicted of a disfranchising felony.
For EDR you must go to Greenwich Town Hall between 6 a.m. and 8 p.m.  The EDR location is currently the Lounge in the Lower Level of Town Hall.   

The entire process is lengthy, as it includes voter registration and verification at Town Hall, and then finally the actual casting of a ballot at your polling place.  Depending on the popularity of this option and the individual voter’s circumstances, wait times can vary from a minimum of 20 minutes to an hour.  A voter must bring the appropriate proof of identity and residency.
